Palmas is warmer than Neuqeun due to the fact that Palmas is closer to the equator; the equator receives a more direct sunlight at a more direct angle than any other location on earth, while Neuquen is cooler, due to the fact it is closer to the poles; areas close to the poles receive less  sun rays, making it cooler.
