I'm not sure I understand what you're saying, but I think you mean to simplify the fraction form of 0.5.

You don't have to simplify as the decimal is already the simplified version of the fraction.

The fraction version of 0.5 is 1/2, as the percentage is 50%. 50% is 50/100 and if you simplified that you would get 1/2.
