it would actually be the opposite because if u multiply ur making the number higher, it can be a fraction but it would be 23/1 and thats a whole number u would need to divide by 100 and 100 bc if 10 u get 2 3/10 and if u divide by 100 u get 23/100 either way u get a fraction but if u divide by 10 u get a mixed fraction. If u just want a fraction u would have to divide from 100
