It would be family court because superior court would be over exaggerating because he just stole a trash can and district court isn't applicable because it's federal trial so it would family court hoped it helped.

Juvenile court is a place to hear the cases that being done by non-adult perpetrators. Since the stolen case happen in the school neighbourhood, there is a very high chance that the perpetrators are the students in that school, and they are considered as non-adults.
