A) They hired non-Roman German people or mercenaries

Near the fall of the Roman Empire, the nation was headed for complete chaos. Morale was low, there was little to no trust in the government, and many Roman generals chose to fight for individual power instead of for the Empire. This led to infighting and the need for the Empire to hire foreign Barbaric mercenaries to fight on its behalf. These foreigners played on the weakness of the Empire and were later able to dominate the Romans leading to the fall of the Roman Empire.
