No, because the quartering act infringed on the rights of the people. A government cannot be overly controlling to the point where people's rights are compromised. I hope I helped!

Adam Smith criticized what he called the "mercantile system" because it restricted trade and thus restricted economic growth.  The mercantile system believed the wealth of the world was a fixed amount, measured primarily in gold and silver accumulated.  The system promoted a nation selling its products abroad but not needing to buy from others, or imposing heavy tariffs if importing anything.  Commerce was heavily controlled by the government through charters granted to specific trading companies.

This governmental stance protecting individual liberties is widely acknowledged as a social compact, even if it results in fewer individual liberties being guaranteed.

In conclusion, We hold that these truths are self-evident, including that all people are created equal, that they are endowed by their Creator with individual liberties that cannot be taken away, and that these freedoms include the right to pursue happiness, life, and freedom.
