This is a right triangle.

AC forms a line parallel with the Y axis.

AB forms a line parallel with the X axis.

The intersection of AC with AB must therefore be perpendicular.

Substitute into the skeletal equation.

5 = (-1/3)(2) + b

5 = -2/3  + b  Switch sides.  

b - 2/3 = 5  Add 2/3 to both sides.

b = 5 + 2/3

b = 5 2/3 = 17 / 3

y = (-1/3)x + 17/3
