In this period, he proposed a series of initiatives to Congress which were then designed to overcome the effects of the Great Depression that was sweeping America.

The people around him were the Democratic Congress who were ready to help formulate the strategy as a group of advisers nearby who were later dubbed "Brain Trust" by journalists.

One of the points repeated in Roosevelt's promise is to help "forgotten people at the bottom of the economic pyramid."
