Both started by the acts of violent crimes but were both different ww1 started by the assasination of an archduke ferdinand. Ww2 started by the bombing of pearl harbor. The characteristics are similar do to how each country reacted to the situation.

That is because it doesn't have powers without the vote, it can only present ideas and then a group of people can vote for those ideas. Their powers are limited. Here they can only present the idea of a new firetruck, but they can't purchase it as if they were an absolute government which could spend taxpayer money as they saw fit.

I’m not sure I understand this fully but hopefully this will help.

Let’s say the majority of the population smokes. This will not only hurt the smokers but the rest of the population as well do to second hand smoking. This then hurts the environment with butts of cigarettes being tossed everywhere, over production of tobacco and more money being spent on unhealthy habits.
