Most neurotransmitters are either excitatory, or inhibitory, and some are known as neuromodulators. However, there are two types known today that work as both excitatory and inhibitory: dopamine and acetylcholine. How can either of these act as each of these? Depends on the receptors present on the post-synaptic neuron, or cell, and depends on the type of cell as well. As soon as these two bind to their appropriate receptors, in a specific kind of cell, they will produce the specific response from the cell, either starting an action potential, ir inhibiting it from happening.
