One of the main themes of Romanticism is individualism. Individualism is known to be that the interests of an individual are paramount. It says that one's rights, values and duties originates in the individual.

We see the importance of individualism play out as the speaker reveals the sufferings that people are passing through. He kept saying "I See..." which makes it individualistic. He also allows the reader to trust in their own instinct and see what he also sees. He wasn't imposing anything on anyone. He reports what he sees and wants the reader to draw conclusion by him/herself.

Whitman was known to be a great believer of individualism. It was a movement that he was part of.
