The primary function of the urethra is to carry urine from the bladder to the outside of the body. In males, the urethra also is the semen passes through when he ejaculates during orgasm. 

There is no instance when both urine and semen pass through the urethra at the same time, this is because the penis is erect, the passage of the urine is blocked and only the semen can pass through.
