for a break, so his average speed was only 8 km/h. What was his average speed, in km/h, for the entire round-trip?

\frac{24}{12}=2 hours

Time taken by Julian for return trip at 8 km/h = \frac{24}{8}=3 hours

As given, the total distance is 24 + 24 = 48 km.
