30 = \frac{x}{100} \times 48\\\\30 = 0.01x \times 48\\\\0.01x = \frac{30}{48}\\\\0.01x = 0.625\\\\\text{Divide both sides of both equation by 0.01 }\\\\x = 62.5

Thus number of home runs he has hit so far this season is 62.5 % of the number of home runs he hit last season

4^3 + 2(4) = 72 so it is lower than 4

try the middle so try 3.5
