Representatives from southern states wanted slaves to be counted in terms of representation, however, northern states felt that slaves ought not to be counted towards representation because counting them would provide more representatives for the South. The negotiation between the two sides came to be known as the compromise of three-fifths because in terms of representation every five slaves would be counted as three individuals.
