I have two questions. For this problem, would it be, 23x-16+4x+4+8x+17=90 or 23x-16+4x+4+8x+17=180? Also, what would "x" equal?

I'm not sure if I get your question completely: so the first equation can be simplified to 35 x + 5 = 90 and the solution to that would be x = 17/7.

The second one to 35 x + 5 = 180 and the solution to it would be x = 5.
