- Traffic fines : Discourage driving above speed limit by exposing the drivers to monetary loss in the forms of fines.

- Speed Humps: Discourage driving above speed limit by making the drivers more cautious and constantly reduce their speed to prevent the damage on their vehicles.

- Scholar patrol: Discourage driving above speed limit by sending out volunteers to physically watch the road and notify the drivers who go beyond speed limit.

- Arrive alive campaign : Creates social awareness for the drivers to watch their speed for the safety of others and their own.

<u>Ineffectiveness:</u>

- Social campaigns and creating speed humps require huge amount of government funding, which might reduce the allocation for other government programs.

- Traffic fines and Scholar patrol requires constant/direct human labor. This make it impossible for them to be operated 24/7.

Traffic fines, speed humps, scholar patrol, and arrive alive campaign both have effectiveness to reduce road accidents by making people drive under the speed limit. There are ineffectiveness but are not significant ones.  

 

EXPLANATION

 

Traffic fines are effective because they force everyone to drive under the speed limit. If they drive above the speed limit, then they will have to pay a specific amount of money in the form of fines. People avoid to have a monetary loss, so they will have to drive under the speed limit.  

 

Speed humps also do the same thing, they discourage people to drive above the speed limit. People have to drive under the speed limit to prevent their vehicles from damages. This will make people more cautious with the speed limit when driving. Scholar patrol also discourages people to drive above the speed limit. There will be people who volunteer to physically watch by the road, to notify people who drive above the speed limit.

 

Arrive alive campaigns encourage people to be more aware of the speed of their own vehicles and others’ vehicles. The government wanted to create awareness from this campaign, for the purpose to make people more cautious so they can arrive home alive and safe.

 

Despite of all the effectiveness they give for the people to reduce their speed limit, there is also ineffectiveness behind it. The arrive alive campaign will use a lot of funding from the government. On the other hand, the funding itself can go to other governmental programs. Traffic fines and scholar patrol also need people to stand by on the street. When there are no police, people might not obey the speed limit, because they think that no one is watching them.

The rationale for this is that we live in a global world and need collective responses to global challenges. Instead of there being a Utah response and a Virginia response to the need for more STEM graduates, there should be a US response. Economies of scale also come into play. It can cost less and be more efficient to have resources centralized.

America was founded after a revolution rejected a strong central monarchy and America needs to continue to honor that by allowing citizens in Utah to have different approaches than Virginia. When convenient, the states can choose to collectively band together on issues like defense but that should be the exception and not the rule.
