John Howard was born in London in the year 1726, after the death of his father he decided to experience new experiences, which took him under pressure but returned and settled in Bedfordshire, where he began to build a school. In 1773 he was appointed as bailiff since it motivated him to become a prison reformer.

Howard began a process of investigations in the prisons of the city and then in more places in Europe, where he discovered the inadequate state of the prisons, so he worried about making a change of reforms, which he got in 1774 when he achieved that the improvement of conditions in prisons is approved.

When he continues his research trips, he realizes that there are prisons in countries such as Holland, France, Italy and Germany that have good security, cleanliness and the right treatment for the  inmates, after his astonishment, he considers that investigations should continue in other places to know the reality of all prisons.
