Fugitive slave act was created to have control and bring back the slave who eloped away from their master. Under this law local governments were to allowed to capture slaves and return them to their owners. It also levied fine on anyone who helped them in escaping.

One of the major impacts of this act was that the many slaves from North were motivated to flee to Canada. The slaves were certain justice and freedom cannot be entitled to them and they fled to Canada.
