  • Quota - a fixed amount. Quotas are for example used in foreign trade policy when a limit is established in the number of products that can enter in the markets of a certain country.

The cartoonist is basically saying that Virginia didn't agree or like the bill of rights/ constitution. That Virginia was different.

Evaluate:
There were two sides to the Great Debate: the Federalists and the Anti-Federalists. The Federalists wanted to ratify the Constitution, and the Anti-Federalists did not. These two parties debated over the concerns of the inclusion of the Bill of Rights. Federalists felt that this addition wasn't necessary, because they believed that the Constitution limited the government and not the people.
