Since you have not given any choices to choose from there are a multitude of lines that would qualify as parallel to this line.  To find a parallel line, any line that has the same slope as this line that is not the exact same line will be parallel.  To find the slope, use the formula y2-y1/x2-x1.

4-7/-3-1

that simplifies to

-3/-4

then simplifying to

3/4

so any line that has a slope of 3/4 that is not the exact same line will be parallel to this line.
