A conference was called  to discuss interstate commerce,  instead asked for an expanded meeting  of state delegates to Philadelphia in 1787  <u>“To elaborate such provisions as  necessary to adapt the Constitution  federal government to the requirements of the Union ”</u>.  The situation was aggravated in January 1787  for the Shays Rebellion, in which 2,000 veterans of the War of Independence took  in arms and seized an arsenal  in Massachusetts to protest the  high taxes and the loss of their agricultural properties by debt.
