First, Admiral Chester Nimitz received the order to take his troops and execute a priority attack against japan after a couple of weeks after Pearl Harbor's attack. Second, instead of executing the order in short term he preferred to develop a medium- long term strategy in which he took more time than the time expected from the U.S. Congress and that's why the U.S. congress was displeased. Seeing it as an act of insubordination. Nevertheless, he attacked Japan and accomplished his order. But the time he took o to perform the attack was what upset the Congress.
