Using point-slope formula:

$y-y_1=m(x-x_1)$

$y-10.5=\frac{3}{2} (x-4)$

$y-10.5=\frac{3}{2} x-\frac{3}{2} (4)$

$y-10.5=\frac{3}{2} x-6$

Add 10.5 on both sides.

$y=\frac{3}{2} x+4.5$

The equation of the function is $y=\frac{3}{2} x+4.5$.
