New states can be created by the Congress.

The Congress acts through a system of specialized standing committees in both Chambers. The Senate is the most powerful House of Congress, as its approval is required for important federal nominations and for ratification of international treaties. The president's political program needs congressional approval.

Because of this, the number of employment in that states could be threaten if the increase in the amount of workers far surpassed the increase in the amount of job opportunities.  The state government would be the one that is responsible to bear such challenge.
