Number of army commander tried to put in the form of square = 8289

Number of soldiers left = 8

So originally the number of soldiers in square = 8289 - 8 = 8281

So to find the number of soldiers in each row , find the square root of 8281

8281 = 91 \times 91

\sqrt{8281} = 91

So there are 91 soldiers in each row
