3.25+(5.99\times 0.04x)\leq 10

0.2396x\leq 10-3.25

0.2396x\leq 6.75

Divide both sides by 0.2396.

x\leq \dfrac{6.75}{0.2396}

x\leq 28.172

The maximum integer value of x is 28.
