Answer: the water molecules closer to the burner gets more temperature and increase in kinetic energy which makes it move to the surface of the water. It might not break off the surface easily as those at the surface will do when they receive kinetic energy because if the distance travelled by the molecules coming from the bottom so some of its energy is lost to collision between it and molecules at the surface

The water molecule that is closest to the burner is in a very excited state, the molecule is moving rapidly this due to heat that is added to the molecule by the burner. while the molecule that is closest to the surface of the liquid is not very fast compared to the molecule near the burner, but it is still moving due to the heat transfer
