One of the core issues the national government had was their inability to impose taxes because the articles of the confederation stipulated that only states should levy taxes.  

The national government did not have enough money that they require because they were heavily reliant on the states to give them some funds gotten from those taxes and these states failed in doing as expected in most cases.
