Both 1 and 2: it became illegal to import enslaved Africans to the United States
The Act Prohibiting Importation of Slaves of 1807 went into effect in 1808, which was the earliest date permitted by the US constitution. This meant no new African slaves could be brought to the US but did not help the slaves already in the US.
