For the first one, divide by the coefficient of y which is three. y=5x-4
For the second one, add 21 on both sides and divide by three which gives y=4x+7

If I am correct I do think the answer is 0.10 in decimal,  in percentage it is 10% and fraction is 1 out of 30 I am not 100% sure so it would be better to double check
