At that time, China adopted a system similar to feudalism, in which their territories were divided into smaller area and had their own kings that make the regulation. The leaders in Zhou dynasty managed to take out these leaders one by one, and take up their influence in the territories. They manage to unify a large majority of chinese territories at its peak.
