<span>When issues arise, they tend to arise at the local level. Pure democracy, by its very definition, is the epitome of strong local governance. However, when these issues begin, they start at the local level and metastasize as people begin to take sides on the argument. Without a strong national level to step in, the factions begin to take hold.</span>
