Cost-benefit analysis is a useful tool in order to make most choices, but it is particularly useful when we need to decide between two policies, or two actions in the political arena. Cost-benefit analysis consists of identifying what a particular policy would cost (not only economically, but also in terms of time, resources, etc.) and comparing it to the benefits that we would get from it. This tool allows us to analyze both sides of a question more effectively.
