People living in harsh conditions, such as Alaska, need to adapt to their climate. They may go outside everyday for a certain amount of time and increase the time as the days, weeks, or months go on. It definitely takes a while for them to adapt to it but it definitely can happen.

People in cold climates use building methods such as using slanted roofs. Slanted roofs prevent the build up of snow. Too much snow can result in the roofs caving in. Some people also build underground homes. These are were you build dirt around your house as in insulator, to keep it warm inside.

To further unite the country, Hamilton and Madison (and others too) wrote the federalist paper to persuade Americans that a strong centralized government is needed. With a federal government, nationality is created. States agreed, but they want some states/human rights included in the constitution. Thus the Bill of Rights were created.
