well in order to solve this problem you would start by finding out what one percent is. so one prcent is approximately .13333....

now we will do .13333.... mulitiplied by 250. which would equal 33.3333....

so 68 percent plus approximately 33 percent would equal 101 percent. so in other words yes the water would overflow.
