To find the answer to the inequality, you must subtract 8 from 13.  This will make the equation look like this:

x > 5

This is the answer to the first part of your question!  To find the answer to the second part, you must look at the inequality sign in the problem.  It helps to say it in words:

"X is greater than 5."

Since the sign is not "greater than or equal to", x cannot equal 5.
