Some people have phones and, again some do not. So I'd say it splits in half unless the internet has more people in use than no internet at all. It affects them by not bein able to talk or call other people with no internet and with internet, you are able to call and talk to people. while the internet takes people attention, playin video games, watchin movies, and/or shows with out goin outside for a while.
