The process was also known as <em>the ratification of the Constitution</em>. It was intended that, before the Constitution was adopted by the Confederation Congress, each state had to ratify it agreed with what the Constitution accounts.

Since there was an intense campaign of Anti-federalist to promote a bill of rights to guarantee individual liberties and refuse the need of a Constitution, a group of Federalist formed by James Madison, John Jay, and Alexander Hamilton came together in order to promote the Constitution by publishing many essays and articles, from 1787 to 1788, in different newspapers where they explained based on different points of view, why the Constitution was necessary for the country.
