Answer:     1/3 (or 33 1/3 %)  and   42 teachers

Discussion:

Part 1. If  16 out of 24 students made at least 80%, then 24 - 16 or 8 students made less than 80%.

Students who scored less than 80% / total number of students =

8/24 = 1/3


Part 2.

3 teachers for every 57 students so

3/57 =  t/798    where t is the number of teachers

Multiply both sides by 798:

3/57 * 798 = t  =>

3/57 * (14 * 57) = t      as  798 = 14 * 57 so cancelling the 57's.

3* 14 =t

or t = 42
