Refine:

\frac{2x-4}{10}

factor out common term 2 :

\frac{2(x-2)}{10}

Cancel the common factor 2 :

\frac{x-2}{5}

Refine:

\frac{2x}{20}

\frac{x-2}{5} = \frac{x}{10}

find least common multiplier of 5 and 10

Multiply  by LCM = 10

\frac{x-2}{5} *10 =  \frac{x}{10} *10

2(x-2)=x

2x - 4 = x

Add 4 to both sides:

2x-4+4 = x+4

2x = x + 4

2x - x = 4

x = 4
