I think there's a typo in the question. It's asking which of these is not a /step/, not a stop

Congruent means the same size and shape so it's not the first or third answer because they're not the same size.

A segment is made of two points like shown in the picture, a line can go on forever.

So first you would have to draw a point. Drawing an arc is nowhere near straight
