you can use this formula:

now let's multiply both sides by 10:
\frac{20}{15} = x
and simplyfy:
(by dividing the first fraction's elements by 5)

change improper fraction into a mixed number
1\frac{1}{3} = x

and 1 over 3 is 0.33333...
