I would have to say D. y = 2x - 9. 

The slope of 2 is less steep because it is closer to zero than 4. 

Basically, when slopes are m > 1, they have a vertical stretch, causing it to be steeper, but when the slope is 0 < m < 1, then the graph compresses causing it to be less steep.
