William "Billy" Mitchell was an American aviator of French origin, who served in the US Army.

When a rigid airship of the Navy was lost in a storm (1925), he accused the US War and Marine Departments of incompetence; accused of insubordination, he was tried in a court martial and suspended from his duty. He resigned in 1926 but continued to defend the Air Force and warning of progress by foreign aircraft.
