Judicial review does not lead to judicial supremacy because it is an example of the separation of powers. It allows each of the branches of government to maintain power, without supreme power going to any individual branch.

A government obtain judicial supremacy if the government could make any legislation without any chance of being apprehended.

Judicial review provide the ability to apprehend the government if they blatantly do something that violate the constitution.
