Rome moved from just a city in Italy to being the core of the most powerful empire in the world around the 15th century BCE and the 1st century CE.  

<em>Military expansion</em> pushed the economic growth, mostly by <em>plunder and slavery from the war enemies</em>; and one of the ways to extend the military and economic power was <em>building a vast network of paved roads</em>, and minting coins and standard <em>units of silver and gold currency</em>, such as the "<em>denarius</em>".
