The correct answer is "ratified the Constitution by 89 to 79 votes". When the Constitution was ratified in times of George Washington it was not possible to make the process just by the approval of the Congress, it required special states ratification. One of these states was Virginia, which was the most popolous state at that time. After nearly a month of debate, Virginia decided to ratify the Constitution by 89 to 79 votes.
