Unless there are types of experimental design I'm not aware of,

she's measuring the rate of photosynthesis

she should keep sunlight consistent for all groups of plants

for her control group she should have plants that she is not testing any other possible photosynthesis factors on

and as independent variable, she should have groups of her factors.
