Answer:

I think that the constitution outlined the very basic and general rights of the people at that time. Many things have changed since the constitution came into effect in 1789. I believe that the US has lived up to the ideas written and even exceeded it with the additional rights written throughout the years since then. (these rights being included in the bill of rights)
